Concerned over the unchecked practice in Delhi and other states of dumping waste in the open that poses serious health and ecology hazards, the Comptroller and Auditor General (CAG) has suggested the “polluter-pay” principle as a deterrent. The recommendation came in the wake of CAG’s finding that authorities (Pollution Control Boards and state governments) hardly pinned responsibility or made polluters pay for dumping waste.  CAG said only in 25 per cent of the sampled states, action had been taken by respective PCBs/governments. The observation came after studying the action taken in 24 sampled states and state pollution control boards comprising 56 civic bodies in 20 states and 180 hospitals in 15 states.  Read more at http://www.thestatesman.net/page.news.php?clid=2&theme=&usrsess=1&id=237322
